Chelsea's ownership group, BlueCo, had been competing with other clubs to secure Zongo's signature, but their efforts have paid off.
As part of the deal, Zongo will join Strasbourg, a Ligue 1 team that has a partnership with Chelsea to develop young talent.
Strasbourg has become a stepping stone for several Chelsea youngsters, including Santos, Kendry Paez, Mamadou Sarr, and Mike Penders, who have all become regular starters for the team.
Zongo's impressive performance at the U17 World Cup, where he scored twice, including a goal against Germany, caught Chelsea's attention.
He will now have the opportunity to continue his development in Ligue 1, where he will receive regular playing time and guidance from experienced coaches.
Chelsea is also working on other transfer deals, including agreements to sign Deinner Ordonez from Independiente Del Valle and Angelo Candido from São Paulo.
